They went with FFF because apparently the Skrull thing was quite similar to something else that had been done? You HAVE to make a pitch to Marvel for a period series in which a trio of Skrull agents assigned to Earth during Marvel's 60's and 70's repeatedly botch their missions in the backgrounds of existing stories without being noticed by the heroes.
